Bocas art and architecture – a feast for the eyes

Bocas is well known as a colorful town, full of colorful people. There are as many different cultures, races, religions, ages and professions as there are styles of clothes, hair, jewelry and art. The art is everywhere: the smallest fruit stand is decorated with paintings of vegetables and fruits to entice customers; Playa Tortuga has a fountain featuring bronze sea turtles; hotel, restaurant and store walls have murals and mosaics; and so many (but not enough) town buildings are painted in bright, contrasting colors so prevalent throughout the Caribbean.

The Anglo-Caribbean architecture of Bocas town, as in many other Caribbean coastal hamlets, reflects cultural, racial, historical and, of course, geographical influences in their myriad designs. The tropical weather played a huge part in the construction of homes: early builders learned how to let the breezes in while keeping mosquitos and varmints out; how to prevent rainwater leaks from above while keeping flood waters out from below; the importance of elevation, verandas, high ceilings, large windows and shutters.

While architects and historians are lamenting the disappearance of traditional old wooden homes throughout the Caribbean, (such as Kingston, Limon and the Panamanian city of Colon), they see hope in Bocas. That so many of the old homes and businesses have been preserved and carefully renovated indicates attention to and respect for their historical value. It's also refreshing to see new homes going up which reflect the old styles and rich history of the area.

As a treat for the last month of this year, I've included many photos of Bocas art and architecture for the viewing pleasure of our readers. I once again feature Carenero artist Julie Jorgensen, who somewhat shyly as if there is nothing there of significance, tells us the story of her life. There's plenty there, Julie. You're as colorful as everyone else in Bocas.

Also included in this issue are works by Kurtis Fargo, Bubba Daniel and Nicolas "Chapo" Brutto, just a few of the talented artists living in Bocas, who, along with Julie, make this place so easy on our eyes.

Arte y arquitectura de Bocas – una fiesta para la vista

Bocas es muy conocida como un pueblo colorido, lleno de gente colorida. Hay tantas culturas, razas, religiones, edades y profesiones diferentes, como estilos de ropa, cabello, joyas y arte. El arte está en todos lados: la tienda de frutas más pequeña está decorada con pinturas de vegetales y frutas para atraer a los clientes; Playa Tortuga tiene una fuente con tortugas de bronce; las paredes de los hoteles, restaurantes y tiendas tienen murales y mosaicos; y tantos (pero no los suficientes) edificios están pintados con colores brillantes y contrastantes que tanto prevalecen en el Caribe.

La arquitectura anglo-caribeña de Bocas, como en tantos otros pueblos de la costa caribeña, refleja la influencia cultural, racial, histórica y, por supuesto, geográfica en sus innumerables diseños. El clima tropical jugó una gran papel en la construcción de las casas: los antiguos constructores aprendieron cómo dejar entrar la briza mientras los mosquitos y bichos se mantienen afuera; cómo prevenir que el agua de lluvia no se filtre al mantener el agua corriendo desde abajo; la importancia de la elevación, las terrazas, los techos altos, grandes ventanas y los postigos.

Mientras los arquitectos e historiadores se están lamentando la desaparición de las tradicionales casas de madera a lo largo del Caribe (como en Kingston, Limón y la ciudad panameña de Colón), ellos tienen esperanzas en Bocas.

El hecho de que tantas casas y negocios antiguos han sido preservados y renovados cuidadosamente indica atención y respeto por su valor histórico. También es reparador ver nuevas casas que reflejan los viejos estilos y la rica historia del área.

Como regalo para este último mes del año, he incluido muchas fotos del arte y la arquitectura de Bocas para el placer de nuestros lectores. Una vez más presento a la artista de Carenero Julie Jorgensen, quien con vergüenza como si no hubiera nada de significado, nos cuenta la historia de su vida. Hay mucho allí, Julie. For the many people who have written from all over the world, some of whom contributed to the dump cleanup and relocation, here's a small update. The dump is still in the same location, although no longer near the water or the road. And while it is no longer an eyesore, it is nonetheless causing pain to surfers' eyes at Dumpers. Offshore winds last week caused a mass exodus of surfers from the water, in spite of the great waves. The smoke from the dump was just too much.

When will the dump be moved? The standard answer, for quite a while now, is "Two more weeks."

Others have written asking for an update on the condition of the ten-year-old victim of a shark attack last month. She's doing well and undergoing physical therapy to recover full use of damaged muscles, ligaments and tendons. The courageous child pretty much saved herself by beating the shark around its face and eyes while it was attached to her side and prying its jaws away from her skin. She received more than 20 stitches in her hand for her successful efforts.

In this issue is a condensed report by the Aquatic Resources Authority (ARAP) of their investigation into the Bluff Beach sand mining (that the Bocas Breeze has been condemning for years). The report led to a resolution by Bocas mayor Dr. Joe Anderson, also in this issue, which calls for a (hopefully) unconditional end to what was already an illegal practice. – Allene Blaker

Para las muchas personas que han escrito desde todas partes del mundo, algunas de las cuales contribuyeron a la limpieza y reubicación del vertedero, aquí hay algunas novedades. El vertedero se encuentra en el mismo lugar, aunque ya no está cerca del agua o en la carretera. Y como ya no es algo desagradable para la vista, no obstante causa dolor a la vista de los surfistas en Dumpers. Los vientos cercanos a la costa de la semana pasada causaron un éxodo masivo de los surfistas del agua, a pesar de las muy buenas olas. El humo del vertedero era demasiado.

¿Cuándo se mudará el vertedero? La respuesta común desde ya hace un tiempo es “En dos semanas más”.

Otros han escrito pidiendo novedades sobre la víctima de diez años que sufrió un ataque de un tiburón el mes pasado. Ella está bien y haciendo terapia física para recuperarse completamente de los músculos, ligamentos y tendones dañados. La valiente niña se salvó ella misma al golpear al tiburón alrededor de su cara y ojos mientras estaba pegado a su lado y metiendo su mandíbula arrancando su piel. Le hicieron más de veinte puntos en su mano por su exitoso esfuerzo.

En esta edición se encuentra un reporte resumido de la Autoridad de Recursos Acuáticos (ARAP) sobre la investigación en la extracción de arena en Playa Bluf (que el Bocas Breeze ha condenado por años). El reporte terminó con una resolución de parte del Alcalde Dr. Joe Anderson, también en esta edición, lo cual esperamos que sea un final incondicional de lo que ya era una práctica ilegal. – Allene Blaker

Julie Jorgensen – painting the town

After living here for over four years and listening to all these wonderful stories of exotic places and precarious situations from others ... my life seems pretty mediocre. I grew up in Nebraska. I was born in Grand Island, the center of the U.S. We were a family of farmers and it was a great place to grow up: lots of orphaned livestock and wildlife to tend, fish to catch, wildflowers to pick. I was Dad's "boy" so he taught me everything. I started drawing when I was four or five, Mom had me writing and starting to read before I started school, Dad had me driving at seven.

It was very rural and wild where we lived. Fields for as far as you could see and rolling pastures to the river. Winters were brutal and we didn't make snowmen ... we made dinosaurs, caverns and forts.
We moved to the lake when I was in 6th grade. Dad traded the tractor for a boat shop and he and my mom ran the business. We had boats in the water all summer, snowmobiles in winter. Besides fishing for walleye, crappie and striped bass, we enjoyed water skiing, tubing down the Republican River, ice skating and ice fishing.

My high school art teacher, Jan Smolik, was very supportive and taught me a lot. She is still a good friend. My first mural was for prom with the theme "Come Sail Away". We all dreamed of the ocean even then. I graduated in '79.

Over the next ten years, I always practiced my art but had no major projects. I dabbled at tech school, trimmed tenderloins at Monfort's, yes, Fast Food Nation is true ... odd production jobs, went through a failed marriage, farmed, raised a lot of hogs and wheat, bartended, worked at the forestry, and in a home for the mentally and emotionally disturbed, which is probably why I get Bocas as I do, and the natural resources district. Very well rounded, I suppose.

I decided to go back to school in '87 enrolling in the Colorado Institute of Art in Denver. This chain of schools turned out to be a scam and we students had an education which was obsolete at graduation. I graduated with the best portfolio and honors of 70 unemployable people. Off we all went.

I did get a hands-on training job at one of the biggest screen print shops in Denver, The Golden Squeegee. It was a great place to work and I loved it. I just had the whole process mastered and got a nice fat raise when a drunk rear-ended me at a stoplight. After two years of surgery and therapy and lots and lots of tequila, I got the use of my hand back some. I went to Cabo with my master printer boyfriend at the time to start a screen print shop in '91, right when it was starting to pop, with what little settlement we received from the car wreck. We found a house, bought the equipment, gathered the clients, (including Cabo Wabo), but the real estate company disbursed our money and never closed the deal so we headed back to Denver broke with another major battle to fight. I did get the principal back years later with no interest and in monthly installments.

I worked at screen print shops doing custom and preprint work in Denver, Grand Junction and Farmington, New Mexico. I made my last boss over a million bucks while I made $225 a week, so I decided to go freelance since continuing problems with my hand killed my ability to pull a 40-hour week let alone the 80-hour one he required. I did okay. My dad passed away shortly after that so I had the farm to fall back on although farming had never been a moneymaking enterprise.

I work primarily in color pencil and watercolor, pen and ink and also acrylics. Although my formal education did not even touch technology, I did learn all the old school fundamentals of design and graphics and am fully capable of developing logos and graphics of all types. I have been successful in creating characters, cartoons, t-shirt designs of all types, signage, and illustrations from simple line drawings to photo realistic. I have been very happy with the reception I have gotten from my fine art paintings and works here as well. All of my current work is on display at Island Interiors. There are originals as well as prints on canvas that can be purchased alone or custom framed. Prices start at $25 for prints up to $600 for framed originals. There is something for everyone. I also just finished a much requested design for the new hit song Paul Russon wrote and put to music, "The Three Lies of Bocas." I will have it printed on shirts and for sale at the upcoming Christmas fest at the marina for your holiday gift-giving pleasure. 15% of the sales of these shirts will go to Operation Safe Drinking Water (www.operationsafedrinkingwater.org). I have a bunch of new pieces in my head so they should be coming out soon.

I also have many tropical designs on t-shirts for sale at the Super Gourmet.

I plan to work on more global exposure in the future. My prior efforts were not all that successful but I am far better at my craft now than I used to be.

For fun, other than art, I enjoy music, preferably live, dancing, gardening, laughing, fishing, the ocean, kayaking, swimming, snorkeling (in non-shark-infested waters), parasailing, road trips and beer. Mostly I enjoy the people I get to share my life with here in this crazy place. I still feel that we are some of the luckiest people in the planet to be here right now. I have defied death luckily, several times, so I really like life for the most part.

As far as Bocas, I still love it: the color and feel of the place, the breeze, the people, the fact that you never know who will show up and from where, the stories, the laughter, whatever you want delivered right to your dock. What is not to like? I can't say I will be here forever since we never know, but for now, it is plenty good.

On a serious note, there are things I would like to see improved for all the people of here. Safe, clean water for all, all of the time, and basic essentials that are key to healthy life. I do not personally want to see Bocas change much more than it already has atmospherically, as I accept it for all that it is and all that it isn't. I know some people are banking on it to change, some dramatically. I don't know who of us will be disappointed in the end. I have noticed the power is going out a lot more so we have better views of the stars, no TV and silence once in awhile. I can't say that hurts my feelings. I could do without chitras, but as Dad always said, "Life would be perfect except for that one thing." Whatever it is may change, or multiply, but there is still always going to be that one thing.

It is true.

Julie Jorgensen – pintando la isla

Después de vivir aquí por más de cuatro años y escuchar todas estas maravillosas historias de lugares exóticos y situaciones precarias de otros… mi vida parece ser bastante mediocre. Crecí en Nebraska. Nací en Grand Island, el centro de los Estados Unidos. Éramos una familia de granjeros y era un gran lugar para crecer: mucho ganado y vida silvestre para cuidar, peces para pescar, flores silvestres para juntar. Yo era el “nene” de papá, por lo que me enseñó todo. Comencé a dibujar cuando tenía cuatro o cinco años, mi mamá me hizo escribir y leer antes de comenzar la escuela, papá me hizo manejar a los siete.

Era muy rural y silvestre donde vivía. Campos hasta donde ya no podías ver, pastizales rodando hacia el río. Los inviernos eran brutales y no hacíamos muñecos de nieve... hacíamos dinosaurios, cavernas y fuertes.

Nos mudamos al lago cuando estaba en sexto grado. Papá cambió el tractor por un negocio de botes y él y mi mamá manejaron el negocio. Teníamos botes en el agua todo el verano, motos de nieve en el invierno. Aparte de pescar percas, mojarras y lubinas, disfrutábamos del esquí acuático, el Río Republicano, patinar sobre hielo y pescar en hielo.

La profesora de arte de mi secundaria, Jan Smolik, me apoyaba mucho y me enseñó mucho. Todavía es una muy buena amiga. Mi primer mural fue para la graduación con el tema “ven a navegar”. Todos soñábamos con el océano hasta en ese entonces. Me gradué en 1979.

Durante los siguientes diez años, siempre practiqué mi arte pero no tuve grandes proyectos. Jugaba en la escuela técnica, decoraba lomos en Monfort’s, sí, Comida Rapida Nation, es verdad… raros trabajos de producción, pasé por un matrimonio fallido, cultivé, crié muchos cerdos y trigo, fui mesera, trabajé en ingeniería forestal y en una institución para personas mental y emocionalmente perturbadas, lo cual es la razón por la cual entiendo a Bocas como yo lo hago, y en el distrito de recursos naturales. Muy bien resumido, creo.

Decidí volver a la escuela en el 87 y me matriculé en el Instituto de Arte de Colorado, obsoleto cuando me gradué. Esta cadena de escuelas tornó ser una estafa y nosotros, los estudiantes, tuvimos una educación que terminó siendo obsoleta al momento de graduarnos. Me gradué con el mejor portafolio y con honores de 70 personas inempleables.

Tuve un trabajo de entrenamiento práctico en una de las imprentas más grandes en Denver, The Golden Squeegee. Fue un gran lugar para trabajar y me encantó. Me aprendí todo el procedimiento y tuve un buen aumento cuando un borracho me chocó por atrás en un semáforo. Después de dos años de cirugías y terapia y mucho tequila, pude volver a usar mi mano. Fui a Cabo con mi novio maestro en imprenta de ese momento para poner una imprenta en el 91, con lo poco que recibía debido al choque. Encontramos una casa, compramos el equipo, juntamos los clientes (incluyendo Cabo Wabo), pero la agencia de bienes raíces desembolsó nuestro dinero y nunca cerró el trato, entonces nos volvimos a Denver, en bancarrota con otra mayor batalla que pelear. Pude obtener la mayoría años después, sin intereses y en pagos mensuales.

Trabajé en imprentas haciendo trabajos a la medida y de pre-impresión en Denver, Grand Junction y Farmington, Nuevo México. Hice que mi último jefe ganara más de un millón de dólares mientras yo ganaba $225 a la semana, entonces decidí independizarme, ya que los problemas con mi mano mataron la habilidad de trabajar 40 horas a la semana y menos las 80 que él requería. Me fue bien. Mi papa murió al poco tiempo, entonces tuve la granja a la cual recurrir, aunque nunca haya sido una máquina de hacer dinero.

Conocí a mi actual ex marido y me mudé a Florida para estar con él en el 99. Él no estaba la mayor parte del tiempo debido a su trabajo, por lo que pasé mi tiempo en Florida sola, pescando en el muelle y educándome sobre bienes raíces, inversiones, etc. Me encontré con Panamá en internet, luego Bocas y luego la casa de Malcolm Henderson en Carenero. La compré en el 2004, la arreglé justo a tiempo para mudarme en agosto del 2005. Otro matrimonio que falló… y el último.

Mi tema favorito es la vida silvestre y los animales, aunque me siento cómoda con casi todo y disfruto creando cosas que no existen en la vida real.

Últimamente he hecho retratos de personas a comisión y como regalos que (creo) fueron bastante buenos.

Trabajo principalmente con lápices de colores y acuarelas, plumas y tinta y acrílicos. Aunque mi educación formal ni siquiera tocó la tecnología, aprendí lo fundamental de la vieja escuela en diseño y gráficos y puedo desarrollar logos y gráficos de todo tipo. He tenido éxito en crear caracteres, dibujos, diseños de sweaters de todo tipo, señalizaciones e ilustraciones de simples líneas de dibujo a fotos realistas. He sido muy feliz por la recepción que obtenido por mis pinturas de arte y trabajos aquí también. Todo mi trabajo actual está en Island Interiors. Allí hay originales e impresiones en lona que pueden comprarse solas o enmarcadas. Los precios comienzan en $25 para las impresiones hasta $600 por los originales enmarcados. Hay algo para todos. También acabo de terminar el tan requerido diseño para la nueva canción de Paul Russon “Las tres mentiras de Bocas”. Lo imprimiré en sweaters y estarán a la venta en la fiesta de Navidad de la Marina para que regales para Navidad. Tengo varias cosas nuevas en mi mente, así que deben estar saliendo pronto.

También tengo mis diseños tropicales en sweaters para la venta en el Super Gourmet, de los cuales un 15% se dona a la Operación Agua potable segura (www.operationsafedrinkingwater.org)

Planeo trabajar en una exposición más global en el futuro. Mis esfuerzos anteriores no fueron tan exitosos, pero ahora soy mucho mejor con mi trabajo de lo que solía ser.

Por diversión, más que por arte, disfruto la música, preferiblemente en vivo, bailar, la jardinería, reírme, pescar, el océano, andar en kayak, nadar, hacer snorkel (en aguas en las que no haya tiburones), parasailing, viajes y la cerveza. Principalmente, disfruto de la gente con la que comparto mi vida en este loco lugar. Todavía pienso que somos algunas de las personas con más suerte en este planeta por estar aquí ahora. He desafiado a la muerte, por suerte, en varias ocasiones, por lo que realmente me gusta la vida.

En relación a Bocas, ¡todavía la amo!: el color y sentir del lugar, la brisa, la gente, el hecho de que nunca sepas quien aparecerá ni de donde, las historias, las risas, lo que quieras que te traigan a tu muelle. ¿Qué no te puede gustar? No puedo decir que estaré aquí por siempre, porque nunca se sabe, pero por ahora, es muy bueno.

Poniéndome seria, hay cosas que quisiera que mejoren para todas las personas aquí. Agua segura y limpia para todos, en todo momento, y básicos esenciales que son la clave para una vida saludable. Personalmente, no quiero ver cambiar a Bocas mucho más de lo que ya cambió atmosféricamente, ya que la acepto por todo lo que es y no es. Sé que hay personas que están contando con cambiarla, algunas dramáticamente. No sé quiénes de nosotros estará desilusionado al final. He notado que la electricidad se va mucho más, entonces tenemos una mejor vista de las estrellas, sin televisión y silencio una vez cada tanto. No puedo decir que eso hiere mis sentimientos. Podría vivir sin chitras, pero como mi papá siempre dijo, “La vida sería perfecta si no fuera por esa sola cosa.” Lo que sea puede cambiar o multiplicarse, pero siempre va a haber esa sola cosa.

Es verdad.

Realmente extraño a ese hombre.

Bocas Yacht Club & Marina / Calypso Cantina Birthday Bash

On Saturday Oct. 24, Bocas Yacht Club & Marina turned 9 and to celebrate the Calypso Cantina (at the marina) hosted the biggest birthday party. Over 500 people came from all the islands to have fun, take part in the events, shop, eat and party!

It was a beautiful Bocas day with the party starting at 10:00 in the morning with leading Bocas businesses and shops setting up stalls on the lawns at the marina. The water sports started at lunch time with the first race being the surf board race. Ten of the fittest surfers in Bocas raced around the yachts in the anchorage and Juan Solis took lead early and won the race comfortably. The next race was the blindfolded dinghy race: one person is blindfolded and rows while the other person directs. All the dinghys set off in different directions and were all bashing into each other. Juan Solis and his famous surfer brother Bolivar Andres took the lead and won the event.

The final water event for the day was the cayuca racing. Teams had to race from the beach to the Jampan houseboat, drink a beer and race back. Teams from Bocas Marina, Toro Loco, Tropix Surf Shop and Calypso Cantina raced in cayucas that were sinking fast. The crowds on the shore went wild as team Tropix crossed the line first.

The evening’s events were all held in the Calypso Cantina. Four bands were entertaining the capacity crowd and Diver Jeff had the crowd rolling with laughter at his comedy routine “You know you’re in Bocas when…” Dyllan & Darion from the Cantina then did their famous fire show. Dancing and partying went on into the the wee hours.

A great time was had by all and a big Thank You from the Calypso Cantina to everybody who participated. On Saturday, Dec. 12, the Calypso Cantina will be having another fun day and party to celebrate the beginning of the holiday season. There will be a huge Christmas Market, fun and games all day and a big party all night. See you there!

Fiesta de cumpleaños de Bocas Yacht Club & Marina / Cantina Calypso

El sábado 24 de octubre, Bocas Yacht Club & Marina cumplió nueve años y para celebrar la Cantina Calypso (en la marina) hospedó la fiesta de cumpleaños. Más de 500 personas vinieron de todas las islas para divertirse, formar parte del evento, comprar, comer y rumbear.

Era un hermoso día de Bocas con la fiesta comenzando a las 10 de la mañana con los principales negocios y tiendas de Bocas poniendo puestos en el césped de la marina. Los deportes acuáticos comenzaron al mediodía, siendo la primera carrera la de tabla de surf. Diez de los más calificados surfistas en Bocas compitieron alrededor de los yates en el anclaje y Juan Solis fue de primero desde el comienzo y ganó la carrera cómodamente. La siguiente carrera fue la de botes con los ojos vendados: una persona tiene los ojos vendados y rema y la otra persona dirige. Todos los botes salieron en distintas direcciones y se golpeaban entre ellos. Juan Solis y su famoso hermano surfista Bolivas Andrés ganaron el evento.

El evento acuático final del día fue la carrera de cayucos. Los equipos tenían que ir desde la playa hasta el bote de Jampan, tomar una cerveza y volver. Los equipos de la Marina de Bocas, Toro Loco, Tropix Surf Shop y Cantina Calypso compitieron en cayucos que se hundían rápidamente. La gente en la orilla celebró efusivamente cuando el equipo de Tropix cruzó la línea primero.

Los eventos de la tarde fueron celebrados en la Cantina Calypso. Cuatro bandas entretuvieron a la muchedumbre y Diver Jeff hizo reir a la audiencia con su cómica rutina “Tú sabes que estás en Bocas cuando…” Dyllan & Darion de la Cantina hicieron luego su famoso show de fuego. El baile y la fiesta continuaron hasta altas horas.

Todos pasaron un gran día y enviamos un enorme GRACIAS de la Cantina Calypso a todos los que participaron. El sábado 12 de diciembre, la Cantina Calypso tendrá otro día de diversión y fiesta para celebrar el comienzo de la temporada de las fiestas. Jim McCarren has been appointed Alternate Bocas Warden, U.S. Embassy Panama. Jim received this appointment because of his broad, deep, and 12-year experience in Bocas, as owner of Buena Vista Realty, former restaurant operator, resident of Bluff Beach, and participant in numerous Bocas causes. Jim replaces (absent resident) Don King, and will be an invaluable asset to Larry Shane, Bocas Warden, and our other Alternate Warden, Forrest Walker.

Ha recibido este nombramiento debido a su amplia experiencia durante 12 años en Bocas, como propietario de Buena Vista Realty, antiguo gerente de un restaurante, residente de Playa Bluff y participante de numerosas causas en Bocas. Jim reemplaza a (residente ausente) Don King y será una gran ayuda para Larry Shane, el Guardián de Bocas y para nuestro otro Guardián Alternativo, Forrest Walker.

Aquatic Resources Authority (ARAP) report on Bluff Beach sand mining

INTRODUCTION

The beaches are an incalculable natural resource. The beauty attracts tourists as well as the local people that look for a moment of peace and family recreation, recreational activities and sports. Even though the beach should be available for everyone, as they are assets of public domain, they have been privatized in many areas for the construction of hotels and private properties, and, consequently, there is no access to the beach in many places (Ramirez 2006).

The term beach applies to the coastal zone consisting of sand and rock fragments. This material causes this place to be very unstable, that is why on stormy weather and high tides, this tends to withdraw or lose part of the material, while during a calm weather and a slight fluctuation of tide, the same tends to grow and increase its dimension. This is the reason for its fragility (Ramirez 2006).

The beaches are natural defenses against the waves and provide a habitat for terrestrial and sea species, being this the reason of its importance, apart from the tourist one (Hernández 2002, quoted by del Pozo Salinas 2009).

Among the sea species that acquire the greater ecological interest are the turtles. These reptiles interact with their environments through food controlling populations of sea invertebrates, including the jellyfish, which control the populations of larvae, but, unfortunately, the increase of the level of water will cause the beaches where they lay their eggs to disappear and all these is generally provoked by human influence (Hernández 2002, quoted by del Pozo Salinas 2009).

OBJECTIVE

· To undergo an inspection in the community of Bluff Beach due to the report made by Mr. Reinier Plooijer, who informed about multiple sand mining in the area.

TECHNICAL ACTIVITIES

· Thanks to the transport provided by Mr. Plooijer, we proceed to visit Bluff Beach in order to examine the status in which the mentioned resource was. This inspection took place in the company of Davis Marshall (Secretary of Tourism and Press of the Municipality of Colon Island), Lid’ya Bartuano (Specialist in Social Work of the ARAP), Manuel Funes (Inspector of ARAP) and Mr. Plooijer.

· Pictures were taken of each of the excavations for sand mining that were found in the mentioned place and in some of them the depth was compared to the size of the people present at the moment of said inspection.

ACCOMPLISHED RESULTS

The following was observed in the inspection made in the community of Bluff Beach:

- Deep excavations were found as a result of sand mining. These excavations were about one meter and a half deep, but they varied depending on the area (Figure 1 and 2). We were not able to calculate the dimensions of the same, as we did not have the required equipment to do so.

- Besides, we observed traces of how the sea is quickly eroding the substrate of the forest adjoining the coast, because of the mining (Figure 3).

- We also were able to appreciate how the riverbed of a stream diverts towards the path that communicates the community, due to the fact that when the tide comes in, it puts deposits of sand in its way causing the course to change and go along the forest of the beach weakening the roots of its trees, which will cause their collapse in a short period (Figure 4).

All these events cause drastic results against this resource, because when the volume of the sand mining in a region is bigger than the replenishment a big part of the beach zone may be lost. The dredging and constructions near the coasts interrupt the natural transport of the sand. This may cause the accumulation of sand in certain zones and the erosion and reduction in others. Consequently, this may cause a change in the geography of the beach area (Ramírez 2006).

Beside this, the loss in the beach area affects animal species, for example the sea turtles, because the increase of the level of water shall make the beaches disappear in places where they lay their eggs (Hernández 2002, quoted by del Pozo Salinas 2009).

Apart from the important habitats represented by the places of reproduction and nutrition, it is of special interest the places of nesting. Bluff Beach is used as a place to nest by the leatherback and hawksbill turtles, which are natives of the area (Mansfield 2008).

There are laws that protect the sea turtles and their habitats; one of them is:

“Law No. 8

From January 4th, which approves the INTERAMERICAN CONVENTION FOR THE PROTECTION AND CONSERVATION OF SEA TURTLES, subscribed in Caracas, Venezuela on December 1st, 1996.

ARTICLE III

AREA OF APPLICATION OF THE CONVENTION

The area of application of this Convention, hereinafter “the area of Convention” includes the terrestrial territory of each of the Parts in the American Continent, as well as the sea areas of the Atlantic Ocean, Caribbean Sea and Pacific Ocean, of which each of the Parts has sovereignty, rights of sovereignty or jurisdiction over the sea resources, according to the international right, as it is shown in the United Nations Convention on the Law of the Sea.

ARTICLE IV

MEASURES

1. Each Part shall take appropriate and necessary measures according to the international law and based in the scientific data available for the protection, conservation and recovery of the population of sea turtles and their habitats:

a. In their terrestrial territory and sea areas where there is sovereignty, rights of sovereignty or jurisdiction, included in the area of the Convention;

b. With no detriment on what was exposed in Article III, in areas of international waters, regarding the authorized boats to hoist their flags.

2. Such measures shall include:

The protection, conservation and, as it proceeds, the restoration of the habitat and the places to spawn of the sea turtles, as well as the establishment of the necessary boundaries for the use of those areas through the designation of protected areas, as it anticipated in Annex II.

This legal basis is extremely important, as it indicates why the habitat of sea turtles, in this case the beaches, must be protected.

In other hand, we also found solid waste accumulated in the area, which was the result of a reality show that took place in the beach. Three days after the inspection, visual proof was sent to the office showing that the waste was burnt on the shore, demonstrating a bad use of the waste (Figure 5 and 6).

The solid waste in the sea environment is part of a serious problem in international waters and the coasts and it is getting worse. The solid waste can be carried in large distances by the sea currents and wind. Most of the waste have a long life and remain for decades. A part of this waste is lethal for the fauna, killing and hurting indiscriminately. The waste that has a long life is mainly plastics, metals and glasses, which do not degrade easily or quickly in the environment (Arenas 2008).

CONCLUSIONS

- If the sand mining is not regulated, the sea will continue gaining territory on the beach and slowly will come in the forest and even in the community. Besides this, the absence of beach area will have a negative effect on the touristic economy of the island.

- The absence of a big beach area may cause the turtles to nest in areas that are destroyed by the swell, which would destroy the eggs by preventing their crack and the early probabilities of extinction would increase in species such as Eretmochelys imbricata and Dermochelys coriacea that nest in this beach.

- The implementation of these strict techniques for the environmental control may keep the condition well-balanced.

RECOMMENDATIONS

- Due to the degradation of this touristic and ecological resource by the multiple and disorganized sand mining, among other causes: it is recommended to restrict for an indefinite period of time the sand mining, as it takes a lot of time to recuperate.

- The use of algae as a barrier may be implemented, by collocating them in the beaches during the rainy season in order to prevent the wild waves to attack the coasts devastated by the sand mining (Collado 2008, quoted by Carceller 2009).

Regarding this subject, the algae that is proliferating excessively and causing damage in the community of Tierra Oscura may be used for this reason.

- It is extremely necessary to follow up on this ecological problem to mitigate and evaluate the recovery of the environment or to review if the pertinent restrictions assigned by the authorities are being followed.

- It is important to elaborate a program for the creation of nurseries for the eggs of the turtles, as they cannot live in perfect harmony at the moment. All this must be created jointly and in collaboration with the nearby communities, which shall act as lookouts in this process.

Reporte de la Autoridad de Recursos Aquáticos (ARAP) sobre la extracción de arena en Playa Bluff

OBJETIVO: Llevar a cabo una inspección ocular en la comunidad de la Playa Bluff, debido a una denuncia realizada por el señor Reinier Plooijer, el cual informó sobre múltiples extracciones de arena en la misma.

ACTIVIDADES TÉCNICAS: Gracias al transporte suministrado por el señor Plooijer, se procedió a visitar la comunidad de Playa Bluff’ con el fin de examinar el estado en que se encontraba el recurso antes mencionado. Esta inspección se llevó a cabo en compañía de Davis Marshall (Secretario de Turismo y Prensa del Municipio de Isla Colón), Lid’ya Bartuano (Especialista en Trabajo Comunitario de la ARAP), Manuel Funes (Inspector de la ARAP) y de el señor Plooijer. Se tomaron fotos de cada una de las excavaciones para extracción de arena encontradas en el lugar mencionado y en algunas de ellas se comparó la profundidad de las mismas con el tamaño de algunos de los acompañantes presentes al momento de dicha inspección.

RESULTADOS LOGRADOS:

En esta inspección realizada en la comunidad de la Playa Bluff se observó lo siguiente:

- Se encontraron excavaciones profundas en la playa, producto de las extracciones de arena.

- Además de ello, se observaron vestigios de cómo el mar está erosionando, a pasos agigantados, el sustrato de el bosque limítrofe de la costa, producto de las excavaciones.

- También se logró apreciar como el cauce de una quebrada se desvía en dirección al camino de tierra que comunica la comunidad, debido a que cuando sube la marea, ésta coloca depósitos de arena en su camino provocando que su curso cambie y bordee el bosque de playa debilitando las raíces de sus árboles; lo cual ocasionará a corto plazo el desplome de los mismos.

Todas estos eventos traen como resultado cambios drásticos desfavorables para este recurso, ya que cuando el volumen de las extracciones de arena en una región, es mayor que el reabasto se puede perder gran área de zona de playa. Los dragados y construcciones cercanas a las costas interrumpen el transporte natural de la arena en las mismas. Esto puede ocasionar acumulación de arena en ciertas zonas, mientras que erosión y reducción en otras. Por consiguiente, logrando un cambio en la geografía del área de playa.

A parte de ello, esa perdida de área de playa afecta a especies de animales, como es el caso de las tortugas marinas, ya que el ascenso del nivel de las aguas hará desaparecer las playas en donde ponen sus huevos.

Además de los importantes hábitats representados por los sitios de reproducción y alimentación, se tiene especial interés en los sitios de anidación. La Playa Bluff es utilizada como uno de estos sitios de anidación, entre las cuales, las tortugas marinas baula y carey son las especies nativas del área,

Este fundamento legal es sumamente importante ya que nos indica el por qué se debe de proteger el hábitat de las tortugas marinas en este caso, las playas.

CONCLUSIONES

- Si no se llegase a regular estas extracciones de arena, el mar seguirá ganando terreno sobre la playa y poco a poco se adentrará más hacia la superficie del bosque e incluso hacia la comunidad. A parte de ello, la ausencia de playa conllevará a un efecto negativo sobre la economía turística de la isla.

- La ausencia de una gran área de playa traerá como resultado que las tortugas anidasen en áreas que son arrasadas por las marejadas, las cuales arrastrarían sus huevos evitando así la eclosión de los mismos; con lo cual aumentaría la probabilidad temprana de extinción de especies como Eretmochelys imbricata y Dermochelys coriacea que particularmente, anidan en esta playa.

- La implementación de técnicas rigurosas de control ambiental podrían, de momento, mantener equilibrada la condición desenfrenada que arremete contra la playa.

RECOMENDACIONES

- Debido a que se está degradando este recurso tanto turístico como ecológico, gracias a estas múltiples y desorganizadas extracciones de arena, entre otras causas; es recomendable restringir por un tiempo indefinido estas excavaciones en la playa, ya que toma mucho tiempo para que este medio se recupere de dicho daño.

- Se podría implementar la utilización de algas como método de barrera, colocándolas en las playas durante las estaciones lluviosas o en los fuertes temporales, con el objetivo de evitar que los violentos oleajes arremetan contras las costas devastadas por las extracciones de arena. Ondeando en este tema, se le podría dar utilidad a las algas que están proliferando de manera desmesurada y están causando daño en la comunidad de Tierra Oscura.

- Es sumamente necesario darle un seguimiento continuo a esta problemática ecológica, para tratar de mitigar el daño que se está llevando a cabo. Para ello, deben de realizarse inspecciones mensuales con el fin de ir evaluando la recuperación del medio o de revisar si se está cumpliendo con las restricciones pertinentes asignadas por las autoridades.
- Es importante elaborar un programa destinado a la creación de viveros para huevos de tortugas, ya que de momento no son capaces de vivir en perfecta consonancia. Todo ello debe ser creado en conjunto y colaboración de las poblaciones circunvecinas, las cuales actuarán como vigías en este proceso.

El Sucrito Alcalde del distrito de Bocas del Toro en uso de sus facultades legales y considerando que:

El distrito de Bocas del Toro, ha sido en multiples ocasiones considerado como un Municipio turistico en virtud de sus singulares formaciones naturales, la cual le han brindado esa exclusiva designación;

La protección de los recursos naturales, ha sido una constante lucha liderada por lugareños y extranjeros los cuales han visto como de forma irresponsable personas naturales y juridicas se han dedicado a destruir lo que la naturaleza de forma bondadosa le ha otorgado a este territorio;

Uno de los lugares que han sido en los ultimos años maltratada por la avaricia humana en busca de recursos naturales ha sido la Playa Bluff, lugar paradisiaco de anidamiento de tortugas, de uso para el deporte del surf, y de admiracion natural para los turistas;

Si medir las nefastas consecuencias de su accionar y amparados por solicitudes de extracción de arena, lugareños y comerciantes han destruido lo que la naturaleza a otorgado y se requiere conservar.

Esta Administración en defensa de los recursos naturales ya mencionados y luego de multiples consultas tanto con autoridades especializadas, como por grupos ambientalistas y miemros de la comunidad interesados en el tema, ha llegado a la conclusión de que se hace necesario tomar medidas definitivas y ademas energicas en cuanto a la conservación de los recursos naturales de la Playa Bluff.

Por lo tanto, el Alcalde del distrito de Bocas del Toro en uso de sus facultades legales,

RESUELVE:

PRIMERO: PROHIBIR la extracción de arena en Playa Bluff y playas anexas existentes en la isla Colón, asi como tambien actividades comerciales sobre tal playa.

SEGUNDO: Comunicar a todos los habitantes y visitantes de la Isla Colón, la decisión de esta Municipalidad de sancionar energicamente a quien incumpla con esta decision, con sanciones pecuniarias y confiscation de los vehiculos y enseres utilazados para la comision de esta actividad.

TERCERO: Administrativamente crear los mecanismos de control y supervisión a efecto de darle cumplimiento a la presente Resolución.

CUARTO: Brindarle la mayor divulgación posible a esta decisión.

FUNDAMENTO DE DERECHO: Ley N. 5 de 28 de enero de 2005, Ley 38 de 31 de octubre de 2000, articulo 9 de la Ley 55 de 10 de julio de 1973.
